Why don't Conservatives recognize the Constitutional Rights of Goverment Employees?

I'm conservative and want them to be able unionize as long as people aren't FORCED to be in the union. Then fire the union members, as Reagan did, when they strike. The perfect plan. There are plenty of people who are willing to do make-work government union jobs.
