Astral Projection about visual?

For those who experience this; some people say they cannot see ghosts but can see others who are out of body. Some fly off to other dimensions - (not including Heaven) and I do not know if spirits are in those dimensions or just oob's. Main question: oob's can you see ghosts or spirits if you are out of body? Part 2: using mental, astral, or which body?
