Why can't you believe in small government and economic populism at the same time?

I want a Constitutionally limited Government -no more military empire, no Patriot Act, no War on Drugs imprisoning millions and having prison slave labor, no central bank, but I also want a 30% tariff like we had for 200 years and government control of infrastructure because corporations will exploit monopolies like Enron. Why can't I be for government controlled corporations in general infrastructure, corporate oversight, and still be counted as libertarian....if corporations are people then why don't they have same responsibilities as people? Why did the banks get 24 Trillion?
