Where do we draw the line?

If a law was passed that stated that a part of each persons dump should be sent to the IRS as a tax and that a persons hand will be sawed off with a chain saw. According to attorney's when it comes to the Constitutionally of taxes, anything goes regardless of how absurd it is. So where do we draw the line? Why would what I said above not be legal?
