Can a law have someone arrested based on an assumption?

Assumption or reasonable doubt? If they have reasonable doubt you committed a crime because of your back ground, evidence (even circumstantial), or because you said something that makes you look guilty of said crime you can be arrested for it. Just because you are arrested for something DOES NOT mean you will be convicted of it.
